Panelist: Joe Dillard Jr.

Joe is a millennial leader who strives to create positive change in the world with the purpose of leaving the world in a better place for future generations. He chooses to live his life by the principles of integrity, honesty, and dedication.

Mr. Dillard obtained his Bachelor of Arts Degree from Norfolk State University in 2012. He also is a 2015 graduate from the University of Virginia Sorensen Institute of Political Leadership.

He is currently the Organizational Advancement Officer for Hampton Roads Transit and manages and directs strategies that promote accomplishing HRT’s vision, mission, goals and objectives. He works directly with the Senior Executive Team to define and implement strategies, programs, and projects that encompass both internal and external activities supporting organizational advancement, to include implementation of HRT’s Strategic Planning Process and its major activities. HE also manages policy and external advocacy at the local, state and federal level. Joe has been successful in securing a dedicated funding stream for transit in Hampton Roads totaling $31 million annually. He has also secured over $25 million in various one time state funding opportunities for transportation in the Hampton Roads Region. At the federal level he was also successful lobbying the passage of the FAST Act and which included $900 million in federal funding for Bus and Bus Facilities.

On November 10, 2014, he was elected President of the Norfolk Branch NAACP, becoming the youngest president in the United States. Mr. Dillard currently serves on various city, region and state boards and commissions. Mr. Dillard was recognized as the Master Mason of the Year for the First Masonic District of the Most Worshipful Prince Hall Grand Lodge of Virginia in 2013. The following year, he was honored as a Hampton Roads Living Legend by the City of Norfolk for his impactful work in the community. In 2014, he was honored by Bank Street Memorial Baptist Church for his leadership across the City of Norfolk. Mr. Dillard was recognized as an “Agent of Change” on WVEC Channel 13 in 2016. Mr. Dillard was ranked number eight in the Historical Black College & Universities (HBCU) Top 30 under 30 in its 2016 rankings. Joe was recognized as an Inside Business Hampton Roads Top 40 under 40 in 2018.
